The list of maximum permitted values of trace elements in the leachate of fly ash, previously defined for “useable ash”, was converted in the present guidelines to a set of criteria based on “designated use”. Namely, lists of maximum values were defined, each list being application-dependent. The maximum values were determined by taking into consideration the difference in the behavior of the ash and in the risk derived from it under the diverse environmental conditions in which the ash exists, depending on its processing and application.
